Could all pupils doing part-time College courses and Construction Foundation Apprenticeships go to the Food Court classroom at the start of Period 3?

Could all pupils who were coursed into College and Foundation Apprenticeships but are no longer taking part go to the Food Court classroom at the start of Period 4?
